College students are unable to transfer their unused flex dollars to other students or to other universities. This creates a number of problems, including:

• Students who have unused flex dollars at the end of the semester may lose that money, as flex dollars are typically non-refundable.
• Students who transfer to another university may not be able to use their flex dollars from their previous school.
• Students who have friends or family members at other universities may not be able to share their flex dollars with them.

This lack of portability of flex dollars can be a financial hardship for students, especially those who are struggling to make ends meet. It can also make it difficult for students to build relationships with other students from different universities.

The Flex Dollars Portability Act of 2021 (H.R. 3149) is a bill that was introduced in the United States House of Representatives on May 20, 2021, by Representatives Robert C. Scott (D-VA) and Rodney Davis (R-IL)

If this bill passes it will pave the way for startups to build around.
