I know of two approaches for credits:

1. Experiments/R&D: suitable to run ideas, knowing that everything will self destruct in a short period of time. Not suitable for a functional product.
2. Infrastructure that needs to remain "in place" as much as the backing IaC requires: suitable to scale up minimal infrastructure for small pre-prod/MVP trials.

1 - access these through an educational platform. One example is ACloudGuru - $40/mo and you have an AWS lab. You can use/test a bunch of experiments there and they self-destruct, costing the student nothing. Can't beat that - no surprise billing.

2 - This is a longer path - you would contact AWS and look for a technical account manager willing to sponsor your venture. AWS wants ventures to succeed so they can sell you more compute, so if you can get them on board, and demonstrate your venture/product/team are mature enough to be worth the investment, I've seen them dole out credits.
