Startups in emerging markets usually have a "harder" time finding match between Co-Founders. This stems mostly due to i) lack of experience amongst Founders due to industry being in its nascent stages ii) lack of portfolio by the Founders .
Creating a pool of Founders to match them against projects could be an interesting value addition.
